You must have a FOID card unless you're ''under the age of 21 & under the immediate control of a parent, guardian or responsible adult who has in his or her possession a valid F.O.I.D. card'' (page 6 of hunting regs (http://dnr.state.il.us/admin/digest/digest.pdf). There is some gray area in ''under immediate control'' but given the way our gov't likes to write tickets & make money, l would not push the bounds.if responsible adult is not standing right with u all the time, then u probably should have a FOID card. Followup: Minors under 18 can get a FOID with parental/guardian consent. A person must be 18 to purchase a firearm, but being 18 is not required to possess one or have a FOID. Also, at 18 years a person must furnish their IL driver is license # or IL ID #.

IL law specifically addresses this also in storage requirements, stating those who own firearms must ensure they r secure from minors under 14 years old:

'' it is unlawful for any person to store or leave, within premises under his or her control, a firearm if the person knows or has reason to believe that a minor under the age of 14 years who does not have a Firearm Owners Identification Card is likely to gain access to the firearm without the lawful permission of the minor is parent, guardian, or person having charge of the minor.'' Thus, implies minors under 14 can have a FOID too. Nowhere in law does it say no FOID for under 18.

You cannot get a FOID if your under 21 without your parents consent. And then you have to be at least 18. If you are under 18 you cannot get a FIOD. Period.
