Contact your local police dept, city hall, or sheriffs dept. Im not sure what your setup is in La. They can tell you exactly what the rules/requirements are. Or, try your city and state websites.There are state requirements, and often there are extra city rules to follow.

l am from LA, you need to call the La. State Police. They are the ones who are in charge of issuing CHPs here. They will send you a packet of forms and materials.

You will need to take a qualifying course, get photoed (like a passport), get finger printed, get the proper forms notarized, and send the stuff back to LSP with a check for the fee.

It will probably take about 3 months all said and done.

get picture taken
send more money to state with application
wait 1 - 4 months while they check you out ( turn head and cough )
if you are clean then you get your permit in the mail
then you can carry
