It is very simple-

Go in to a gun store, & ask to take the HSC test. You will take the test & hopefully pass (it is easy- takes about 15-20 minutes tops, 5 if you're good). They will then issue u an HSC card valid for 5 years (this is ur 'purchasing' license, though there is not such a thing by definition).

Once u have ur HSC card, u can buy one handgun per 30 days (private party purchases r exempt from this period). When u start paperwork on a handgun, u must wait 10 days to pick it up.

That is it- nothing special.

Make sure u have never committed a felony or domestic violence offense either- both will disqualify u from buying a gun.

It would probably be easier to move to another state.
